If your city is not listed yet, the program is identical. The page simply does not exist because we will not publish one with nothing true to say in it.
Three profiles, yes. Three websites, almost never. One strong site with location pages that each earn their keep beats three thin sites competing with each other, and it concentrates authority instead of splitting it.
Ads usually do get split by market, because the economics vary enough that a blended number hides the losing half.
